Great Hedge, but watch for "Scale"

We have a 55' hedge, of several bushes, that is eight years-old. I lightly trim this hedge twice a-year, late spring and late fall to a H: 4' to 5' (ground slope) to maintain a formal shape.
In Georgia, Zone 7, the Scale attacks harder as the temperatures rise. In this season Neem Oil every two weeks is managing the spread of this killing disease.
